Official contact and appeals

Use the operator’s official contact page and the instructions on your notice for an appeal. Its website states an appeal period of 28 days from issue. Keep your submission receipt and check your individual notice.

Formal complaints

The published policy provides an online complaints form linked from the policy, or post to: Complaints Officer, Civil Enforcement, Horton House, Exchange Flags, Liverpool L2 3PF.

It asks for a full name and valid email address, states complaints must be made within 56 days of the incident, and sets out acknowledgement within 14 days and a response within 28 days, with progress updates for extensions. Read the current policy before submitting.

Escalation

The policy provides escalation to its Compliance Lead, then the BPA if unresolved. It says the final complaint response is required for BPA escalation. The BPA separately publishes guidance for operator non-response.

Appeal rejected?

Check for the POPLA verification code and deadline. Our POPLA guide explains what to do if a code is missing. A reduced settlement offer does not by itself establish why a registration record is absent.

No reply, or a no-reply email address?

If you cannot reply to a decision email, use Civil Enforcement’s published complaints channel to request clarification or missing appeal information. Explain when you contacted it, what response you need and whether an appeal deadline is approaching. Keep copies and proof of submission.

Creative Car Park: an additional corporate contact route

Creative Car Park’s own website describes Civil Enforcement Limited as its sister company and says it provides operational and enforcement services on Creative Car Park’s behalf. See its published explanation of the relationship.

If the official channels have not resolved a communication difficulty, you could additionally write to Creative Car Park to ask for help identifying the appropriate contact. Its contact page lists the registered office as Creative Car Park Ltd, Athene House Suite Q, 86 The Broadway, London, England, NW7 3TD.

Its online form is marked for business enquiries only and directs drivers to Civil Enforcement. This corporate address is not a published appeal channel; a response or intervention is not guaranteed.

Continue to use Civil Enforcement’s formal appeal and complaint routes and meet any POPLA deadline. Additional correspondence to Creative Car Park does not itself submit an appeal, escalate a complaint under the published procedure or place a charge on hold.

Electronic registration concerns

Be specific about the terminal used, approximate time and what you saw. A missing record alone does not explain its cause; equally, it does not establish a system fault. Read the evidence guide.

We do not publish unverified claims about the operator’s intentions, finances or debt arrangements.
